Overall Responsibilities

The Director of Finance & Administration will provide management support and oversight in the implementation of project activities. Management support areas/functions include finance, human resources, information technology, and procurement.



The Director of Finance & Administration plays a representational role with partners and stakeholders as well as with clients and suppliers in relations to areas under his/her direction. In concert with the COP s/he liaises with local partners and with MSH’s headquarters regarding any aspects of project implementation related to finance and operations. S/he ensures compliance with local employment laws and donor regulations, and coordinates the performance planning review and development process throughout the program. He or she establishes and adheres to project procurement integrity standards in all activities and is responsible for raising the awareness of staff regarding procurement integrity regulations. S/he leads and directs the in-country Fin/Admin team.



Specific Responsibilities

1. Responsible for the financial management of the project

2. Ensure that all operational functions are effectively coordinated. Oversee human resources, finance and accounting, operations, and IT functions for the Project.

3. Assist Project teams with their respective budgets and the COP in consolidating budgets and in containing expenditures within parameters.

4. Develop and monitor the Project’s budget and comply with all required financial reporting according to USAID requirements.

5. Serve as principal financial and administrative liaison between the ZPI Program and the MSH headquarters office. Establish and implement fiscal controls and reporting systems to track and monitor funds accurately and control disbursements so that resources are correctly directed to their intended use for technical support activities.

6. Based on MSH and USAID regulations and operational policies and procedures, implement appropriate standard operating procedures (SOPs) in the areas of finance and accounting, human resources, and operations. Train staff in office SOPs and ensure compliance.

7. Act as fiduciary responsibility, safeguarding USAID and MSH assets. Act as signatory authority for project expenses.

8. Oversee the implementation of sub-grants and sub-agreements to ensure operational integrity and financial accountability.

9. In coordination with MSH Senior Contract Officer, provide guidance and training to project staff on contractual issues, regulations and contracting mechanisms.

10. Supervise Finance & Administration staff. Supervisory responsibilities include but are not limited to: meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting performance plan, review and development; communicating, implementing and assuring adherence to Project policies, guidelines and values; developing staff skills and knowledge; approving timesheets; and facilitating supervisee success whenever possible.

11. Perform other duties as assigned.



Qualifications

1. A bachelor’s degree in accountancy, finance, business administration, organizational management, or a related field. MBA in finance desired.

2. Registered member of Zambia Institute of Chartered Accountants (ZICA) or an internationally-recognized equivalent body.

3. At least six years of experience in a management position in the public or private sector (knowledge of and experience in public health and/or international development are desirable) in developing and/or transitional countries.

4. Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, and procurement, among other management support areas/functions, as required.

5. Demonstrated knowledge in and experience with USAID procedures and policies and US Government Auditing Standards.

6. Competent in Microsoft Office Suite, including Word, Excel, PowerPoint, and at least one accounting package.

7. Demonstrated skills, abilities, and experiences to:

o Manage a program of similar magnitude and complexity;

o Work collaboratively across technical disciplines;

o Communicate effectively orally and in writing; and

o Manage sub-grants under a contract.

8. Experience managing USAID/USG projects is preferred.

9. Excellent planning, management, analytical, and organizational skills. Skilled in organizing resources and establishing priorities. Demonstrated skill in quickly assessing priorities and opportunities and managing a variety of activities with attention to detail.

10. Strong leadership skills. Demonstrated ability to work both independently and within a team.

11. Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborators, and staff at all levels of the organization.

12. The ability to travel extensively within/outside Zambia as required.



Background Information

The Zambia Led Prevention Initiative (ZPI) Program will build on the success of prevention efforts to date, and further reduce the acquisition and transmission of HIV through higher quality, more effective, and increasingly sustainable prevention programs, including testing and counseling (TC), male circumcision (MC), and prevention of mother-to-child transmission (PMTCT) services. ZPI will increase utilization of community level interventions through a targeted approach and provide technical leadership and expertise on comprehensive, effective, community-based prevention efforts aimed at reducing HIV transmission in Zambia.
